Upcoming Canada Immigration Levels Plan 2027: Announcement Set for November 2026

 


Canada is set to announce its Immigration Levels Plan 2027–2029 by November 2026, a highly anticipated update that could shape the future of immigration, introduce new opportunities, and significantly impact thousands of aspiring immigrants planning to make Canada their home.


Canada’s upcoming 2027–2029 Immigration Levels Plan is expected to outline the country’s first official immigration targets for 2029, covering permanent resident admissions as well as new temporary residents, including international students and temporary foreign workers. This plan could play a crucial role in shaping Canada’s future immigration policies and opportunities for aspiring newcomers.

The new plan will also confirm or change the immigration targets for 2027 and 2028, giving people a clearer idea of Canada's future immigration plans and opportunities.

Canada’s Immigration Minister must present the annual immigration report, including the immigration targets, to both the House of Commons and the Senate on or before November 1 each year.

If Parliament is not in session on November 1, the Immigration Minister must present the report within the next 30 days when Parliament is sitting.

Since November 1, 2026, falls on a Sunday, Parliament will not be sitting that day. As a result, Canada’s new Immigration Levels Plan 2027–2029 is expected to be announced in the first few days of November 2026.

For reference, Canada released its current 2026–2028 Immigration Levels Plan on November 5, 2025.



These comments, made just weeks before the new immigration plan is expected, show a possible change in Canada’s approach after reducing immigration targets since late 2024.


Based on these recent developments and Canada’s changing immigration policies, my view as a Immigration advisor is that the 2027 permanent resident target may remain close to the current 380,000. However, Prime Minister Mark Carney’s recent comments suggest that Canada may consider a gradual increase to 390,000–400,000, along with possible changes to temporary resident targets.

The biggest changes in the new plan may not be about the total number of permanent residents Canada will accept, but how these spots are divided among different immigration programs, such as Express Entry, Provincial Nominee Programs (PNP), international students, temporary foreign workers and French-speaking immigrants.
